I don’t know where to find the cheapest, but HeliNy is one of the best! They are very safety conscious and do a great tour ! We took this tour on our first trip to NYC. Enjoy the ride!!

Oh you'll enjoy it so much! Although I don't think anybody can tell you what's the best time, as it will mostly depend on the weather. We had on and off rainstorms on the day of our flight but still were able to have lots of fun. If you'll have a risk of cancellation due to the weather, earlier time (like you said 11 AM) gives you more chances to be rescheduled for a later flight that day (again if you are flexible).
