WASHINGTON—An initial proposal by House Speaker Mike Johnson (R., La.) to fund the government was voted down Wednesday, underscoring the divisions within the Republican Party but potentially setting the stage for talks with Democrats on avoiding a partial government shutdown at the end of the month.

The Republican-controlled U.S. House of Representatives will vote on legislation on Wednesday that pairs a must-pass spending bill with tighter voting rules, setting up an election year clash with the Democratic-majority Senate that risks a partial government shutdown.

The U.S. House, including 14 Republicans, voted down a six-month GOP government funding plan Wednesday, as Speaker Mike Johnson, R-La., tries to avert a shutdown at the end of the month.

House Republicans are expected to derail their own plan to avert a government shutdown, which they've tied to a Donald Trump-backed bill on noncitizen voting.
